Investigation Launched Against 69 Consultancies Accused of Student Visa Fraud; Fake Government Stamps Recovered

Kathmandu – The Kathmandu Valley Crime Investigation Office has launched an investigation against 69 educational consultancies accused of financial fraud, illegal overseas placement, and misuse of student visas.

During coordinated raids conducted across Kathmandu Valley, police recovered computers, laptops, mobile phones, official documents, and fake government stamps from several consultancy offices. Authorities said forensic examination of the seized materials is currently underway.

Senior Superintendent of Police (SSP) Santosh Khadka stated that the investigation is focused on suspected cases where individuals were allegedly being sent abroad for foreign employment under the guise of student visas.

“Preliminary findings show that some consultancies were operating educational counseling, language classes, and overseas study services without proper authorization,” SSP Khadka said. “As fake government seals have also been recovered, forgery charges may be filed against some operators.”

According to police, among those detained are 59 operators from Kathmandu, five from Lalitpur, and five from Bhaktapur. Police had conducted raids at a total of 95 consultancies across the Valley.

Police spokesperson SP Rameshwar Karki urged students and guardians who may have been victims of fraud to file complaints with authorities. He added that further evidence related to human trafficking and illegal overseas placement networks may emerge from the digital devices seized during the raids.

The Department of Foreign Employment has stated that fraud conducted through educational consultancies has increased significantly in recent years. Director General Mira Acharya said many consultancies have been illegally functioning like manpower agencies and sending workers abroad without authorization.

“Educational consultancies are not legally authorized to send workers abroad for foreign employment,” Acharya said. “However, investigations indicate that a large fraud network has been operating actively.”

According to the Ministry of Education, around 5,000 educational consultancies are operating across Nepal, but only about 1,000 renewed their registrations within the stipulated deadline. The ministry stated that licenses of institutions failing to renew on time have automatically been revoked.
