Nepali Congress Issues Guidelines for Respectful Use of National Flag During Election Campaigns

The Nepali Congress has issued a circular instructing its party structures to exercise caution while using the national flag. Vice-President and Chief of the Election Operations Committee, Bishwprakash Sharma, addressed all seven provinces, districts, and constituencies through this directive, emphasizing proper flag etiquette.
The circular reminds party members that, as per the election code of conduct, no more than ten national flags should be used during a single election campaign. Sharma directed that the national flag must always be hoisted above the head in a respectful manner. “It is inappropriate, both legally and culturally, for candidates or campaigners to drape the flag over their bodies. Such actions should not be done or allowed,” the circular stated.
Party members were also instructed not to wear the national flag on their arms, waist, neck, as a jacket, or muffler. Sharma emphasized, “Doing so disrespects the flag; it is not a sign of honor but of insult. This must never be done or permitted.”
Additionally, the party urged that at campaign venues, party offices, or on vehicles, the national flag should always be hoisted below the party flag, maintaining proper respect and hierarchy.
