Government begins verification of landless people using digital system

The Ministry of Land Management, Cooperatives and Poverty Alleviation has started verifying genuine landless people (sukumbasi) through the Land Records Information Management System.

According to ministry spokesperson and Joint Secretary Ganesh Prasad Bhatt, the system is being used to check whether individuals claiming to be landless actually own land anywhere in the country based on government records.

He said the verification process is being carried out in a transparent, efficient, and cost-effective manner using policies, procedures, and digital tools.

“At present, based on data provided by the Ministry of Urban Development, verification of landless people within the Kathmandu Valley is underway. After this, identification will gradually be expanded across the country,” Bhatt said.
He added that once genuine landless individuals are identified, it will be easier to manage and support them.

Under the ministry, there are currently 110 land revenue offices and 21 land reform and revenue offices.

The ministry has also sent letters to all 753 local governments, requesting details about manpower, technical staff, skills, technology, and other resources needed to deliver land-related services locally.

Based on priority, agencies under the ministry will provide training, capacity-building, and skill development programs to these local levels and gradually transfer responsibilities.

Bhatt stated that if local governments can manage the required staff, the ministry will provide necessary support and coordination. He expressed confidence that shifting land administration responsibilities to local levels will make field verification easier and public service delivery faster and more efficient.
